A timeout means the connection started and the answer did not arrive within the deadline. It does not say whose fault it is. It can be the address, the path to the site, or the site itself being slow.
How to separate them
Measure the same address against a fast, well-known site. If it answers straight away, the address is fine and the slowness belongs to the destination. If it also runs past the deadline, measure a second address of yours: if only the first fails, ask for a replacement; if both fail, your network is the suspect.
Raising the deadline in your program hides the problem for a while. It serves to confirm that it is delay and not a drop, and not as a permanent fix.
