Before changing addresses, find out the kind of block: a page that will not open, an access error or a security check. Each one asks for a different move.
The order of tests
Open the same page with an address from another region. If it opens, the block was on your old IP. If it stays closed, the block is on the account or the whole country — then changing addresses changes the region, not the access.
On shops and banks, a new address may require confirmation on the first visit. Visit the same place for a few days before deciding.
