Connection refused is different from a timeout. Here the machine on the other side answered at once to say that nobody is listening on that port.
What to check
The port. HTTP is 20001 and SOCKS5 is 20481. A list copied with the port swapped produces exactly this error on every address, and replacement does not fix it.
If the port is right and a single address refuses, it is down. Replacement swaps that one, once every 24 hours, and keeps the rest of the list.
