Reading a WHOIS result
The record says who answers for the block, not who is using the address.
The WHOIS of an IP shows the organization that received that block, the address range, the regional registry that supplied the data and an abuse contact. It does not show the person using the address right now.
What to read first
Read the organization and the range. If the range is large and belongs to a hosting company, the address is datacenter, which is our case. The country in the record is not the country the address comes out of; the IP location tool is for that.
The WHOIS tool shows who announced the block. Use it to confirm where the address comes from, not to identify someone.
